If the vessel is American, it could be a mount for one of these handy little gadgets.
If it was chinese it would fall on the floor. If it was Asian it would do the job admirably but the electronics would baffle even the smartest yachtie. If it was Japanese no one would understand the instructions to fit it. If it were French no one could get it delivered in time, due to cross border third world customs , If it were columbian the customs would break it during import inspection, If it were British no one could afford it, If it were German the Evri courier would have lost it, or nicked it. If it were Spanish it would probably never get made in the first place,

The black plastic thingy is the latest Rocna miracle anchor. Said (by its fan club) to be the only plastic anchor weighing less than four ounces that can hold a 40 foot cruising yacht in a gale.

The aluminium bit is the wall display unit that allows the anchor to be displayed as a work of art. The anchor is so expensive that no-one would actually put it in the water.
