What is happening to the Mobo section?

The more I see that picture, the less I understand how it works.

Is this a wind up
seeing as it is from a trusted source................

Elastic goes through the top eyelet and holds the fender in place when on the move.
Bottom elastic holds the bottom eye in place.

When needed the jam cleat is un jammed , the fender is chucked overboard, it is set to 'low' if high is required for going along side the small black clip(see 2 inches above guard wire) is hooked on the guard wire.
