Code. 1.2 is. Neutral gear position is wrong in relalation to potentiometer value.
Check potentiometer.
Code 1.3 is. Angle between trotle opening start and full trottle is too small.
Check potentiometer.
Code. 5.2 is short circut/open circut on cables from neutral identication.
Check cables and connections up to control panel.
If fault remains.
Check. If panel type 1. Change control panel.
If control panel type 2. Change the bulb in neutral button.
Code 8.3. Calibration values can not be stored by control module.
Actions. If fault remains. Change control module.

It looks like you have some error between ecu and controlls.
Try to change New ecu to other working engine, and do the calibration at this engine. If this work, ecu is ok. If same codes and behavor..it is possible ecu is bad.

I understand your frustation.
Can you test to change ecu to other engine like say in previous?
It it not very complicated...Just ask here if you get into trouble. And send pictures..they speak 1000 words.

I can swap the ecu’s I replaced this one. During the two year wait i swapped back and forth to run both motors. If my ecu is bad that i just bought i will set the boat on fire and let it sink.

You will not be able to carry out a lever calibration if you have previous fault codes which in your case it looks like you have , the system has to work before you can enter calibration mode.
silly question have you placed the ignition keys to the full stop position to clear any codes ?

I turn both keys to the far left or the “S” position. When I then energize or turn to the #1 position now both temperature lights flash and the diagnostic button flashes. When I push the diagnostic button it gives me the 8-3 code.
