I'm working on a raw water cooled Volvo Penta 2030 and noticed that when cold there's no water injection into the exhaust as the thermostat is apparently closed.As soon as I noticed the exhaust was running dry I switched the thing off. He's just bought the boat and I'm giving him a hand putting things right. The thing is , how can there be no water injection until the engine gets to operating temperature? Or am I getting everything wrong here? Surely something down the line will overheat or even melt.

Presumably you mean a VP2003 because an MD 2030 is freshwater cooled

There should be a by-pass flow through the distribution pipe in the cylinder head, out the back end and into the elbow ( or riser if fitted ) more or less as soon as the engine is running .

When the thermostat opens water can also flow from the holes down the length of the distribution pipe around the engine leaving via the thermostat and flowing along the pipe from the thermostat housing to the elbow (or riser)

You need to check the path of the bypass flow from the end of the distribution pipe to the elbow for blockages. most likely in the elbow ( or riser) itself ??

Edit. According to Vyv Cox's website blockage of the triple bend pipe between the back end of the distribution pipe and the exhaust bend or riser is very likely.

agree with your thinking but you seawater cooled may be as opposed to keel cooling for some non English thinking people (pendantic?)
