No reason why not. You would need a camera that focuses fairly close but provided you can edit the photo to crop off anything ouside your diagrams and have good enough resolution to use whats left it should work. Or you could do big diagrams! Best if the flash is off the camera so that the camera is kept parallel and just the lighting at an angle. I would go for flood lighting rather than flash if possible. In the past I have even taken things out into the sunshine to photogragh them. You may not get any serious relection from ordinary paper any way.
Easy enough to experiment and find out what works and what doesn't
