Tuning the mast.

Looking for an opinion here, is it better to tune the standing rigging of the mast, after stepping, while the boat is out of the water or once in the water.

In the water, it can be set up onshore, but it can only be tuned in water.

Yes, the boat sits slightly differently supported by water than it does in a cradle or on props, need to tune afloat.
