Treating a Keel For Rust

Not quite sure what did it, but seem to have hit something on the leading edge of my keel, leaving a couple of sizable rusty (10p coin diameter) craters and a scratch down the port side of the fin that I'd like to treat.

I don't have anything to hand to clean it up other than a wire brush, I though a dremel might be good for cleaning up the pits, or do i need something a bit more heavy duty?

What about treating? I've used a hammerite paint on surface rust on the bulb before which seems ok. Then I'll fill with epoxy, presumably the standard stuff will be fine, or is there a more specialized epoxy that would be more suitable?

I always use Fertan then a something.

I've no idea if it does anything, but I sleep better at night.

Actually after abrading shogun 33 does very well on its own, if in a hurry

Dremel out and then Plastic Metal filler .... grind back to smooth ..... then couple coats of Hammerite.

prepare with Phosphoric acid that will convert any rust into an inert coating

Then paint with Hammerite metal primer and paint
