Treating a Keel For Rust

Not quite sure what did it, but seem to have hit something on the leading edge of my keel, leaving a couple of sizable rusty (10p coin diameter) craters and a scratch down the port side of the fin that I'd like to treat.

I don't have anything to hand to clean it up other than a wire brush, I though a dremel might be good for cleaning up the pits, or do i need something a bit more heavy duty?

What about treating? I've used a hammerite paint on surface rust on the bulb before which seems ok. Then I'll fill with epoxy, presumably the standard stuff will be fine, or is there a more specialized epoxy that would be more suitable?

prepare with Phosphoric acid that will convert any rust into an inert coating

Then paint with Hammerite metal primer and paint
