Yes, I own and maintain my mooring also (renting the fundus) and, while I would be a little more tolerant if I arrived back to find another yacht on it, I WOULD expect them to move! If it was a dead calm, I might allow them to lay alongside for the night, and have done this a couple of times in the past, BUT, I want to be attached to MY mooring.

I can then leave to go home etc when I wish to, leaving the other boat to do the same.

Tough one on picking up a spare mooring. I do not own my mooring rather rent it from the council. But, I do own the strops from the risers, so with my permission I would have absolutely no problem with people using my mooring, but without it is a little rude to use my ropes to tie up.

What if the visiting boat broke a strop and was damaged in the event, the council would wash their hands as they only own the tackle to the buoy. I am sure the other vessels insurance would be looking for someone to sue, oh that will be me then. So no, I do not want the HBR master renting my mooring!

On a pontoon you are using your own lines to tie up, but private moorings are a different ball game!

Must agree with you Joe Cole.
The situation in the Yealm may seem "laid back" but the Harbourmaster is only doing his best to suit everyone, and the same situation has obtained for more than 20 years to my knowledge. I suspect people would be very miffed if they were rafted 5 deep on the pontoons and the river was full of empty moorings.
Before you feel too sorry for the mooring holders on the Yealm remember they are perfectly aware of the policy when they take a mooring, there is a 15 year waiting list and when you get one the the costs are minimal.

Certainly agree with that. As you say, the key is that the mooring owner should have made sure the HM was aware of his movements - then there would have been no problem. I must say, I would not be pleased if anyone rented my mooring out!
