BUT THERE IS NO THERMOSTAT ...... its an ON / OFF plain encapsulated rail heater.

The reason it was chosen.

I have various heaters I could have used - but they have exposed elements / thermostats etc and I was clever enough to understand they would not be suitable.
You may be clever enough to know what you are doing...but others read these posts an maybe think that's a good idea I'll do that with an old greenhouse heater, which just may have a stat.....

On / off switch can create a spark, and I believe there is a safety cut out incorporated in it somewhere, you said it is safety rated.... (in a domestic bathroom context) that can also make a spark.
I'm not making any assumptions, I can tell by looking at it is not suitable for use in a hazardous area, but I don't care if you wish to use it, your boat and all that.

The Heater Looks safe enough I would probably put sealant around where the 240v wire goes in - as at the end of the day it is not E.X. Rated and therefore not intrinsically safe.

That Said there is 2 batteries in front of the engine with wires coming off it with could also present a sparking issue but that is down to the owner's discretion what he does.

As I work in a Hazardous Industry - Petrochemical - I am fully aware of EX gear ... my barn is full of such gear from previous works ...

The Towel Rail has no thermo .. it has no auto off / on .... it is switched on and stays on ... so the likelihood of switch spark is basically zero.

The cable in has a rubber seal .... the plug and socket are outside the engine bay.

The battery arrangement - yes I am not so happy about that - but that is the system from when the boat was built ... the battery tray is factory fitted.
The concession is that the engine bay is fitted with blower - with label - Run for 5 mins before starting engine - to clear any vapours collected in the bay.
