Im a PADI & TDI Instructor, but to be honest it doesn't really make a difference, we are all much a muchness!!
Diving in POrtsmouth can be excellent needless to say this time of year it is poor. Really you should only dive on a neap tide in Portsmouth and preferably on the east side of the Isle of Wight. However by nature of the fact that it is a major shipping channel you need to know your stuff otherwise it will be dangerous.
There is fantastic lobstering and wreck diving, with several German U-boats sunk in less than 35m of water and still mostly in tact, it depends on what tickles your fancy.
Otherwise rest of my diving in this country is done on Weymouth Dorset.
