Check the carb float needle valve. Sometimes these stick if the engine is not used for some time. This would stop fuel getting to the carb.
Sounds a bit daft, but I wouldn't replace the rings unless it fires & runs. If you have compression, that's all you need. Replacing the rings would only improve performance rather than prevent it from running.
You could also check the exhaust isn't blocked or restricted, possibly with a salt plug like the waterway. If the exhaust gasses can't get out, then petrol/air can't get in. They only need three things to run: Fuel, spark and compression. You have spark & compression, so it's likely to be fuel. I would clean the carb properly and possibly give it a blast with an air line. Outboards get used so little that fuel residue or tiny bits of rust can easily block the jets and fuel lines in the carb.
