Does anyone know if you need a special certificate for inland waterways to use the standing mast route in Holland (Lemmer to Delfzijl)?
No no requirement unless over 15m or i think 20kts
Do you know if there any up dates available for the free Dutch enc downloadsI would advise a ICT to prove ownership and make sure you have some receipts to explain red diesel. Chances you will need them are not big though. Also have a (digital) copy of the regulations available). Do take the draft of your vessel into account though. The northern part of the route may have some patches going only to 1.7 metres. Our government is saving money in these kind of things as they found better ways to waste money on...

There are ENC updates of the 16th.July and 26th.August ,so pretty recent.
You're perfectly free to stay awayPay attention to the diesel thing! No cans, have receipts and notes in the log of refuelling and engine hours. We got done for €750.
Check about the present 'black' & 'grey' water regulations. You may need to have the sea cocks on the heads shut and locked. My last info was that a cable tie locking them was acceptable - but you never can tell with a Dutchman.
And the 2 volumes of regulations? Vol 2 entirely in Dutch is a perfect chocolate teapot.
A suitable map [chart]
And remember that Heineken is one of the few beers that tastes as bad in the country where it is made as everywhere else.

That said, I've never heard of "black water" regulations being enforced let alone someone being fined. Just be considerate in marinas and populated areas.
You're not required to have both ANWB Almanacs volumes aboard. You are required to have a copy of the BPR (either on paper or electronically) which can be easily found for example here.
As for Heineken, fortunately that is not the only beer available here: http://www.beeradvocate.com/lists/nl/
As of last Tuesday 13-10-15 the Stand NMast route is open again!
