How can one prove that a boat meets the stability criteria (ISO 12217-2 cat B or equivalent) for a 1979 boat? Or does this mean an older boat cannot meet Cat 3? Does this mean my GK29 cannot meet the requirements for Cat 3 even if it meets all the other requirements?

well, i couldn't find that exact criteria, but racing boats regularly get a stability calculation done for their rating - from an incling test.

a measurer can do it

but you probably know that...

This is for a race under YTC which requires Cat 3. I assume if I got an IRC rating that would cover it.

Contact RORC rating and ask them what they would need to work it out, I suspect they will ask you to get a full IRC rating to pay for their time but assuming someone has rated a GK29 in the past they should have enough data without having to do any complicated measuring of your boat, although I could imagine them needing it to be weighed.

Is there a notice of race? If so it will state what, if any evidence is required. If it was under IRC then it would state the qualifying STIX or SSS number required and your irc certificate would provide this. If it is only onder ytc then this suggests informality and no evidence can be required or supplied so just tick the box and get on with it. Your boat would almost certainly meet cat 3 on SSS, requiring a value of 15 or greater.
You could get a single event irc rating which would provide this with minimal measurements. However the gk29 is classed as a standard hull so they already have the numbers and if you email rorc rating they will just tell you the SSS value.
Like I said though, I'm guessing this is just arse covering by the organisers who will want you to "self certify" so just tick the box and carry on.

This is spot on.
