How do I know if my solar cells are working at all?

Disconect all the loads and other charging sources. Leave them off till the voltage stabilises. Connect the solar panel The voltage should slowly rise.
If you want to quantify the output a clamp on multimeter is the easiest way

Connect a multimeter in series with the solar panel, on the 10A range. Select decreasing milliamp ranges until you can read the output.
