silly(?) question about free-flow at Port Solent

Wandering around there today :a sign explaining that the lock was free flowing at times and that if the free-flow was longer than 1hr, a ferry service would sometimes be available....also a warning to be sure you were the "right side" of the lock, before free flow began.

I must be missing something : I thought that free flow meant that both gates were open, so boats could come/go at will (assuming a wide enough gap) .

So: what's the ferry service for, and why do you need to be the right side of the locks before free flow?

The only stupid question is the one you don't ask!

The ferry is for the non-boat-owning plebs on foot (like me) to anable us to get back to our houses/cars, etc. Otherwise it's probably a 2 mile walk around the marina.
