When no sensible answer comes forward THEN you tell him its nothing to do with him :D

If he is insistent can I recommend you SLOWY take great pleasure in going to your boat in something powered by this..

Running very rich of course, to pour oil on the water to calm it :D

Unfortunately the 'harbour rules' confer absolute discretion for the HM, so he can dictate as he pleases! I don't know how it could be challenged - or if it's even worth the aggro....
 
What was he saying? That canoes are banned altogether from his harbour, or that yachts may not carry canoes? More likely that canoes are treated as separate vessels and are subject to harbour dues in their own right, whereas tenders are included in the dues paid for the parent yacht.

This latter seems the most likely.
