If you have access to a laser printer (i.e. not the usual home inkjet printer) you can buy waterproof heavy duty labels from Avery, and print them using any PC package. I have ones I made for VHF radio procedures, boat MMSI and call sign, large or small, fancy or plain, black or full colour. Just print out and cut to size.

I have a pack of L7068 which are two per A4 sheet so you can make quite large labels or cut them down for very small ones. Made of polyester.
