Yes, they can and do fail.
Why risk your boat for the price of a (stainless) jubilee clip?
Just saying things happen is not evidence. If you know anything about proper 316 stainless clips as most commonly used now you will know that failure except in very specific circumstances is almost unheard of. According to the biggest supplier of this type of clip the most common (but not common in absolute terms) is crevice corrosion in the threads usually when boats are left in hot humid climates. Even then the hose does not come off the spigot and the corrosion only becomes obvious when the clip is undone.

There is no measurable risk and neither does using 2 clips change this.

The double clipping mantra is just that. It dates from the time such clips and hoses replaced solid pipework and there may well have been justifiable concerns then (80 years or more ago). There is no theoretical or empirical reason to support it now.
