any recommendations on a competent rigging surveyor in Cadiz (Spain) area?

It's usual just to get a rigger to do a rigging survey rather than a specialist surveyor. I'd guess it's the same in Spain. If you get no recommendations here try the Liveaboard forum.

If it is concern about the life expectancy of the rigging wire then save your money for replacement wire. There is no realistic way to inspect condition of rigging wire assuming no obvious broken strands. So you can do an inspection just as well yourself as any rigging surveyor. In other words replace the wire if it is over 15yo IMHO. olewill
