Suspect there are a good many people out there that don't read notes on charts (or even don't read charts!)

I am sure you are right. Which is what I was trying to intimatebut equally would they read it at a marina? I'd expect them to set off not caring about the waether or anything else.
As a matter of principle, why try and "make" the marinas etc do any extra work, I believe it is people's own responsibility to have charts + make themselves familiar with local rules not other peeps problem to try and chase after the idiots (Darwin rules KO)

It was a largely tongue in cheek comment about exactly what we are talking about - some people don't bother to learn or get trained to read charts. Others find the whole subject diffiult and confusing, and you can potter round the Solent quite merrily without having to do much chart reading anyway. The bylaws are mainly difficult to understand without a chart to hand, and most people wouldn't know where to find them anyway.

So, nice pretty coloured pictures that even non chart readers might stand a chance of understanding. If someone did want to take the idea up, it certainly wouldn't do any harm
