I bought one of these to use when filling up my boat diesel tank so I know the fuel would be clean.

I actually tested itwith fresh water expecting no water to pass through the filter but it pours straight through it like a sieve.

Not a question really but might be worth testing yours if you have one. Mine hasn't even been used much and there is no physical damage to the filter so I'm not sure why it's failed.
 
In testing it with water only I think you have over challenged it, the product is meant to separate free water droplets that has been mixed with fuel not a constant stream of water the you describe.

If you look at the cut away diagram heavier water is meant to settle in the little sump area at the bottom of the funnel, the ptfe coated screen will collect smaller droplets and allow them to settle also but if you over challenge the pressure of the water will soon over come the screen and pass though.

The funnel is meant only as a safety first type device not an absolute
 
This is a similar one with African diesel, possibly branded Mr Funnel though Westmarine Racor etc they all look the same. I use it always, only buy fuel through jerricans at car petrol stations; after several years the green filter became a little clogged so I bought a new funnel.
