Quci question about a stern gland

I want to fit a PPS Seal and I need to find out the Diameter of the shaft (that's simple) and the diameter of the "stern tube".

What actually IS the Stern Tube and where would I measure it?

Here is a pic of my current fitting

It's the tube that you're going to mount the seal onto the top of. A bit problematic in your case, as yours appears to be entirely glassed in, with the current gland bolted over the top of it. You could maybe hacksaw off the bronze tube just aft of the flange that the bolts go into, and use that?

Have a look at 'stern gear' on my website to understand the arrangement that you have. It would appear that your stern tube has a bearing top and bottom, in which case any flexibly mounted seal isnot going to be a success.
 
Think you will find the bronze housing that is attached to the boat has a bearing inside it, fed with grease from that tube. If you want to convert to a modern type seal of any type, you will have to remove that housing, replace the bearing with either a composite or a length of cutless, neither of which needs grease, and turn the outside of the housing down to an appropriate diameter to mount the new seal. You must keep the bearing in there or your shaft will hit the sides of the tube as the engine and shaft will now move. Guess how I know!
 
Looks like you've saved yourself some dosh. If I were you, I would re-pack your gland it looks like most of the adjustment has been taken up. The adjusting screws look like they could do with a cleanup as well.
Then you can decide what to spend the saved loot on.
