Perhaps they should put a police officer on a PWC every now & then, let him sort the bad ones.

I think we're all agreed that the water is there for the benefit of all. The problem seems to be that PWCs and speed boats are often (not always!) used by people with absolutely no regard for those around them. I was out on the Blackwater Friday - Sunday and saw three instances of completely loutish behaviour that got my back-up.... The first was in Colliers Reach, two PWC doing at least 20 kts went close either side of a child in a Mirror and nearly swamped it. At best it was complete ignorance but I suspect it was deliberate. Later that day a speed boat went inside the speed limit buoys at Osea going bloody quick, before sitting on the beach with his stereo wound right up pumping out some rap music (the marine equivalent of a Focus ST with the windows down going up and down the high street). On the Sunday coming back up the river a group of PWCs went straight through a fleet of dinghies racing in St. Lawrence Bay. Again their speed was high and they knew exactly the effect they were having.
There are lots of twits on sailing boats too (I'm sure I'm one of them at times), but there is no doubt that a disproportionate amount of people who use PWC and speed boats (not mobos necessarily) are complete throbbers with no right to be afloat.

Yup I think we are all agreed (as you would say) that there are plenty of twits on sail boats. Those for example that go out in tiny craft unsuitable for the environment particularly racing them

I can see it from both sides and you're right, there are rude people who put to sea in ill-prepared sailing boats. Your analogy doesn't apply though because they're in the minority. The issue is that yes, there are decent users of PWC and speed boats who rub along very happily with those around them, but they're also in the minority!
