Proceedure - did everythng they could ?

This incident got posted on the Lounge - but I am not asking this question there as I would get into trouble

I was discussing it with a friend (we were in a similar situation ourselves so time ago). He said they did everything they could, just unlucky.

I noticed that a lot (all ?) of the crew were on deck - is this the right thing to do in a situation were you could get rolled ? Or would be be better practice to have them down below ?
