It's to do with trying to steal a march on your competitiors...they bring their June issue out on June 1st, so you you bring yours out a couple of days earlier on May 28th. Then they bring theirs out on the 21st of the month, so you bring yours out a week earlier...and so it goes on until you end up coming out three months before the cover date and the entire editorial team goes on holiday for two months.

Or something like that.
