Polish Flag Registration

We have been boarded in Portugal by the GNR; they checked all our documents and were happy with them. Portuguese flagged boat, UK ICC.

When I went to register my radio with the DGRM in Portimao (Portuguese flag) there was some confusion due to language and the officer thought I was trying to change my ICC over to a Portuguese license. He asked why I wanted to, because ICC was fully acceptable in Portugal but he would change it if I wanted to.
I declined and then went on to explain that it was the boat radio license I wanted to transfer from the previous owner to myself.
