Police marine survey

I've just been asked to complete a "survey" about marine crime via Crouch Harbour Authority email.
This seems like a fine idea in principle, but what odd questions.
It starts with where and what are you, that's OK.
Then, what is your main marine concern and lists a few random crimes or annoying events, like anti social behaviour watercraft, beach hut crime, thefts etc. All rather vague.
Then what day and what times does this occur. How are you supposed to know?
How many times have you seen a police presence. Does seeing 6 ninjas in a RIB zooming past in the distance count?
 
Pretty easy questions:

Random crime - yes I was the only yacht broken into down Salcott Creek;
Annoying events - yes, they stole the starboard bunk cushion - that's the captain's bunk, the cushion material cannot be match so it all had to be changed, the quality isn't as good as the stolen object;
Anti-social - yes the thieving toe-rag pretending to be a chummy part of the community;
What time - yes twix 5pm and 9am;
How are you supposed to know - yes, when you are bl8&^%dy annoyed.

Mind you, out of about 100 yachts moored overnight unaccompanied full of fancy racy yachts, fancy glossy yachts, fancy bespoke vintage historical yachts, the toe-rag was clever enough to select the discerning, well informed and tasteful owner's yacht so he knew this was the place to get the best bunk cushion. Let's do some more analysis - He neatly snips the padlock so damage is minimal. He would have opened the companion way but carefully closed it fully up on leaving. On his way out, he rummages a cockpit locker and steals two soft nice lightish mooring warps (it was the present I thoughtfully bought my wife). Having removed the Ensign staff to pick up the two warps, he carefully places the staff under the sprayhood on top of the closed companionway hatch.

So what do we deduce, chums? (Oh, yes I did tell the marine unit)

I just got half way through the survey and had to stop as the multiple choice answers did not apply to me and there was no option for a comment instead. Frustrating that i could not express my views.

Most surveys are badly designed and often with an agenda beneath them. The first line of said agenda is usually that a little further down the line the originator can trot out the line 'we undertook a survey' which absolves much responsibility

"Essex Police and Essex Police Marine Unit are currently in the process of reviewing the policing strategies and aims of the Marine Unit, with a view to providing the most efficient and targeted policing response to the major issues facing today's marine communities. With this in mind they have produced a short survey in an attempt to establish what is most important to you and how best they can respond.

Thanks. I guess the responses could prompt a lot of thinking but the questions are a little um well 'not well' designed. I fear if they were thinking about abolition of the Marine Unit the questions could be better. But it is endeavouring to cover a broad range of interests.

Maybe the intention of the survey is to judge how much community noise will be generated when they threaten removal. Clearly have been taking lessons from Hampshire on how to target areas for spending reduction which will generate greatest concerns to public ? I am sure that there are consultants for the police who offer these services as part of the image building budget .

I am sorry to hear about your issues with the survey and our email system. We were not aware our email system was not receiving incoming messages and our IT department are currently looking at this issue.
With regards to the survey and having checked with the author I do not think we can change the format at this stage. If you can let me have your answers manually, however, I will ensure your replies and comments are included in the overall results.
I apologise for any inconvenience caused and I hope this will go some way to resolving your issue.

I heard that far from abolishing the marine unit they are strengthening it and looking at where to focus. Can't quite see how the survey will help but no doubt they have some objective in mind behind the questions.
