Hi LizzyD,
The place is Cone Pill about 2miles past the Counts Bouy on the Chepstow side off the River, easily missed.

nice pic, can you anchor there overnight or is it just a bolt hole for a couple of hours. looks really nice place to drop anchor and a bit to eat, and while the afternoon away...

not recommended for overtide stay, You could of course have your Picnic, then visit Thornbury Sailing Club and use their facilities or enjoy the peace and tranquility of St Pierre, no bar but the Millers Arms is only a short walk away.
