Small diesel engines have push rods operated from a camshaft which is rotated via a cambelt or gear train which is simple and maintainable.
Having said that the drive to produce engines with less emissions is meaning the introduction of small marine diesels with fuel rails etc, and valve control will also go down this route the same as the automotive industry.
What the regulators miss is the fact that this is only good if you follow the service requirements and use agents with the necessary expensive tools. You should see some of the black smoke coming out of inported western european cars in eastern europe where very few garages have a roof let alone any laptop computers.
