Pegasus 700 - detached mast step

A very slight cross wind caused the mast step to completely detach from the top of the boat when lowering the mast. The step appeared to comprise a block of oak (completely rotten) fastened down with 4 bolts and a fibreglass box cemented on to it with the cast alluminium mast base screwed to it. Is refixing within the capability of an average DIY person ? and what is the hard white material which appears to have been squeezed into all the gaps between the wood / the fiberglass box and the deck ?

I have done this with my last boat, a Jag 27.
I recut and shaped the wooden tapered wedge with sets the mast, out of a hard wood like oak. To increase its life/weather resistance, I had let it soak for a LONG time in Deks Olje The thread holes I cleaned out, and ensuring that there was not rotten balsa core refilled with liquid metal (its an epoxy) When fulled cured, redrilled for replacement screws.
