old toilet outlet valve seized

I have fitted an electric Jabsco toilet ( fresh water tank flush) and a holding tank ( I am on Erne system, inland only) so no diverter valve only holding tank for suck out at pump station. New regulations here and a hefty fine if pumping into river system.

So the old waste valve from the old toilet is seized open, its a Brass one. I've tried everything i can think of to get this closed, but no joy.
Boat is on hard stand and i don't want it in the water until i have this sorted, old pipe work was rotten too so removed leaving a hole where the valve is open. What are my best options please,
1, leave in place and block the valve, - what do i use use here?
2, cut the old valve out and repair the hole in the GRP hull?
3, try and get old valve out and replace with a new lockable one and keep closed?

It would help to know the valve type.

If it is a Blakes seacock (combined through-hull and valve), then the valve is a long cone with a hole in the side. Can stick firm but is easily released if boat is ashore. Loosen significantly, but do not remove completely, the two nuts the that retain an oval plate (under the handle) that secures the cone. Outside the boat, get a short length of dowel, square section pine or whatever, that fits inside the through-hull opening but will rest on the base of the cone (a circle inside the hole). Whack the wood with a hammer, and the cone will probably release. (And if you did not remove the retaining bolts will likely have shot across the boat inside and disappeared into the bilges!) Clean up the cone and the inside of the valve, if necessary lap the cone and its female counterpart with medium grinding paste, grease and replace. Fiddle with the retaining nuts so that the handle can be turned, but only just.

If its a brass ball valve or one of the dreaded gate valves, it should unscrew from the skin fitting, and can be replaced by a new ball valve (make sure the replacement is DZR (de-zincification resistant) brass or bronze).

If neither of those, let us have a photo.

Having looked at the valves on ASAP im sure its a Blakes, as there was a retaining plate under the handle which i removed to see what was under it. So i can have a go at hitting this and see where i get.

Would it be ok to keep where it is and have it shut shut off ( if i get it released to do so) or should i block it up as well?
it is never getting used again.

OK to keep it once you free it up enough to close it. It is made of either Bronze or DZR so won't corrode. You can remove the handle so it can't be opened easily or maybe drill a hole in the handle and wire it to the body. Although it will never fail you could also plug the spigot.
