The forward facing light is the STEAMING LIGHT - used with the Bicolour and Stern light when MOTORING only.

It's a steaming light. You switch it on in addition to your deck-level nav lights
when you are using your engine.

The one half way up your mast - that will be your masthead light/forums/images/icons/smile.gif used when making way under power at night.

Not to be confused with the light at the top of your mast, which is not a masthead light

Nah...
The one half way up is the HEADLIGHT so you can see where you're going, they usually make them way underpowered. The COLOURED lights are so you can be seen, they should all be on together. If well equipped, you may have a white light on the pushpit that can be turned around to illuminate the cockpit.
Finally, some boats have an all round white at the top of the mast, this is the aircraft warning light, be sure to use this if you see any 'planes.

Please don't take this as a personal attack but I'm curious.

Do you sail at night regularly or just during the day?
Do you have any RYA qualifications?

forward facing white light just below spreaders is your steaming light.
you need to display your port/starboard lights and a white stern light.

suggest you read your regs book again.
