regarding the carb it seems for marine they add a special seal kit and some J tubes to the top so if it over fuels the excess runs back in to the engine and not on the floor
that makes perfect sense
 
If those Switches say Bow and Stern it would suggest they are for the leg trim. The trim tab you posted pic of looks a fixed one but I may easily be wrong. It is quite an old boat so things could easily have been changed over the years.

What did you tow that beast with ?
That's a Bennett electro hydraulic trim tab one on each side of transom operated by black rocker switches on dash?
 
If you push the top of the rocker switch the trim tabs will lower, raising the stern.
If you push the lower part of the rocker swith yhe tabs will go up and the bow will raise.
Hence bow and stern.
You can use them independently to balance the roll movement

Lust pulled the stern drive for a good service and check over.
Will rub it down and re paint whilst it’s off.new water pump and bellows
