I can confirm that I have "Central and West Europe" on Navionics boating, (android, phone version (i.e. non-hd)). Has the coverage KevO says.
Edit: and unless they've changed it *again* to dodge the "infinite upgrades" pledge, it's called "Navionics Boating" which is free, but then you pay for the chart in-app.

Yes Kev0 you are right, apologies.
Bit of a cheek, unless you download the boating app you are led to believe the only charts available are the separate ones.
Incidentally I bought a Hudl2 to leave on the boat as a chart rather than a plotter. I have Navionics and mx mariner on it. mx mariner is much better than Navionics on the Hudl. Doesn't have the tricks of vector charts but the resolution and detail is superior. So cheap too!

Just looking at Marine Navigator app by Ronald Koenig. App recommended by 'Visit My Harbour' who tell me they expect to have all SHOM French raster charts available by this spring. Combined with the UK and Ireland raster charts this should I think be a very good option for those like me who would like coverage of British Isles and France at a reasonable price.
