If you can get the engine up to full rated revs with no smoke then, to me, it means your prop is too small/not enough pitch.
Using the Vicprop calculator (https://www.vicprop.com/displacement_size.php) with rough figures for the Maxi 84 produces a 14 x 8 prop recommendation. Yet you say even a 15 x 9 will still rev up to rated revs.
Volvo produced a 110S saildrive with a 2.15:1 ratio. If, by some weird circumstance, you had that version then the calculator indicates more like a 16 x 10 prop.
Any chance you've got the 2.15:1 ratio on the saildrive?

Indeed never thought of this...
Its hard to find an answer as docu is little. However it seems that this flavor of 110s was not used with MD7a engine.
I keep checking though.

I have just bought a maxi 84 with MD7a and Volvo 110s saildrive - she comfortably cruises at 5 knots and I'm fairly certain she would do more if asked .......

Re: jeopardy. Suffered the same deterioration of the vents on my Maxi95, I managed to get trade price on replacements (£7.50 each) approx 4 years ago, buying the version with plastic covers. Simply removed the stainless covers, replaced the vent portion & put the original stainless covers back on - simple.

A very cost effective solution plus, I sold the new unwanted plastic domes at a boat jumble.

Additionally, I changed the Volvo engine & installed a 27hp Beta, a lighter engine & hugely more satisfactory.

and guess what... I am back!!!
WEll i have been thinking of thi topic during the winter, did a good engine maintenance during winter (filters, fuel system bleeding, cooling system clean) but didnt see any results.
So i started questioning basic things and came to the conclusion that all my theory was based on the input i received from my rev counter.
So i bought a 15Eur cheap laser rev counter and guess what, my tacho was approx 400 revs above real.
That means i was usually travelling with approx 1600-1700 revs.

Now with clear hull and clean prop and 2000 revs REAL i make 5,3 knts on flat water which sounds normal and ok. Maybe an injector cleaning during the winter will give another 0.something.
I could go even higher but i dont want to stress my old engine. Its also now heating up pretty well, looks its operates at the right temp.
so leasson leant. Dont take anything for granted, double check everything... :encouragement:
