Can anyone recommend an easy to use Maintenance Scheduling software program (not web based) on which to track a boat's various required preventative maintenance tasks?

you could probably use microsoft project, this does exactly that kind of thing, not cheap though, but micronsoft never are.

You also have reminders in microsoft outlook, for meeting etc. There would be nothing stopping you using this function for scheduling maintenance, can be programmed quite far into the future.

Also if you learn to write macro's you could write something quite nifty in a spreadsheet, which you could also cost the maintenance and then budget over 12 months.

I should be a consultant, does anyone require any excel or access work, I am quite adept, have written a sales and operations planning for a multimillion pound turn over company to bridge a gap before buying a new package, worked excellently, though I got zero recognition for it, spit spit.

A hardware solution - pencil and paper?

As an elderley IT consultant I often say to customers ... why not pencil and paper )

Surely a laminated A4 sheet with the tasks down the side; the months across the columns plus a chinagraph pencil - all kept above your navigation table on your boat is all you need?
