Don't know how long you've been on the Exe, but the police boat was a re-incarnation of the same boat used by the exeter City council quite a few years ago, employing 2 people with a speed gun on the river for a couple of seasons at goodness knows what cost with zero prosecutions.
I think they gave it all up when one of the employees was caught poaching salmon in the river and if I remember rightly the other was sent to prison for some reason. Or maybe it was the cost of approx 60K pa.
Which all goes to show that 'enforcement' is a non-starter and just an excuse to raise taxes through the back door! /forums/images/graemlins/mad.gif
Thought I'd not seen that grubby little dory for a while but I'd assumed it had been replaced with a RIB at least capable of doing the job. Apparently not. No surprises there, then.
Don't know which side of the river you're based but I've just come across another great scam. Was looking at buying a mooring in the Powderham area only to be told I'd have to pay them (Powderham estate) a £130 + VAT registration fee as well as paying the annual mooring fees even though they have already been paid by the current owner. £7+ VAT per foot!! Daylight robbery. Suppose it keeps someone employed but what do we as mooring holders get in return? Absolutely nothing. Make the £2 odd per foot charged by LEMA seem a bargain!
Carter? That figures. I'm the Exmouth side, and trying to avoid any thing to do with Powderham, mainly due to draught constraints. And I'm anti aristocracy as well as lots of other things.
Still, I would like someone to be responsible for collaring the idiots who speed round the Bight and off Shelly, especially when I've two small kids in an inflatable dinghy. They are a lovely crew but the water taxi gets a bit pricey after a while. As for the speeding boats, it will only be a matter of time before one of them kills a surfer. Mark my words.

Powderham rather decently did me a mooring when I was due to show up at a C17th re-enactment by boat. Nuppence for a week. Didn't go (by boat) due to engineering issues with the boat but the point remains.
Can a collision ever be a boardsailor's fault? They can go extremely quickly.
The problem is that Rules will be broken ... it doesn't matter who puts them down, they will be challenged - usually by those who don't really care for Rules ...
The only times rules really work are when there is an understanding on why the rules are there and what they set out to achieve and even then they are sometimes ignored.
Hopefully you'll find that the majority of users here do not wish to be "Ruled" or "Enforced" as we are in so many other areas of life.
Yes, I completely agree with you Seagreen. IMHO we have the same problem in Plymouth. The boys in blue are only interested in you getting out of the way of the large vessel with a grey funnel and turn a blind eye to speeding near moorings etc. We really could do with a harbour patrol RIB while the MOD deals with naval security.
I'm not sure why Brendan is getting so het up - presumably he is against both drunk boating and antisocial/dangerous behaviour by speed boats, jetskis etc. I think the latter is more of a problem in practice (the combination doesn't bear thinking about).
While I don't want a new class of officials to police us I think harbourmasters etc should do more to enforce existing laws. Unfortunately a small and idiotic minority are spoiling it for everyone. With freedoms comes a responsibility to exercise those freedoms with consideration for others - ie not to interfere with the freedom of others NOT to be harassed by jetskis or be hit by drunks. Failure to do so means greater regulation/enforcement is inevitable. I don't think measures to control drink boating will necessarily curb speeding but they may perhaps help.
Just my point. I was thinking that in theory, the opposition to an increase in enforcement by harbour authorities would be more welcome if it actually tried to address a small but real problem rather than a statistically insignificant one.
BTW I think the concept of Marine Officer (the Corps excepted) is daft. How many Marina and yard operators are going to shop their customers? Get real! And are they going to be paid for this extra duty? Just one of the vast holes in the logic, but that's another rant..
