Has she just been anchored in the harbour for all these years? I'd assumed she was on a mooring.

Correct. She appeared in Oban some time in the mid 1990's trying to compete with the West Coast livaboard charter fleet. Red stripey sails so was nicknamed the pyjama boat. Lasted a season and disappeared - to Harwich I suspect ever since.
And this was lunchtime today. Looking at her close up, the poor condition is even more apparent, with most of the spreaders broken.
