Apart from HMS WiltonI used to work on the Ton class sweepers based at HMS Lochinvar. Port Edgar, and they had wooden hulls

its a mine HUNTER ... I cant ever recall dragging one of them anchors but others probably did.It would never have happened if the minesweeper had a Rocna anchor. Or any 17th generation anchor for that matter.

Nope, because you're supposed to keep anchor watch. maybe there's an exception for small boats, but I don't think so.I'd have thought this should cover it:
17 (b) When, from any cause, the vessel required to keep her course and speed finds herself so close that collision cannot be avoided by the action of the give-way vessel alone, she shall take such action as will best aid to avoid collision.
Off the top of my head, just about the only way I can see that I would be entirely innocent in a collision would be if I were at anchor in a sensible place, with the appropriate mark and/or lights and someone drives into me
True, but calling on the radio and apart from firing off alarm flares, what could I do? It's going to take me a while to get the anchor up, and my understanding is that for a big ship, even with the engines on standby, or whatever the correct term is, it can take a few minutes to get them running and get the ship movingNope, because you're supposed to keep anchor watch. maybe there's an exception for small boats, but I don't think so.
