If you only want to send recieve emails, then EVERY contry has isps that offer "X" hours for "X" money--dial up they all have a service thats "free" that is you pay the telecom providers local rate from a fixed or portable phone.
I buy a local pay as you go card (then people can call you without you paying. Then i type my emails on my "thunderbird" email client use the portable from aboard to "dial up" all my mail is sent and recived within 2 or 3 mins ! The average pay as you go is about 50Euro cents a min or 1Euro50 twice aweek!
Alternativly take an acoustic cup phone card and surf email etc for between 1Euro80cents and 2Euros 50 an hour --that is expensive when you think with a subscription 60/70 hours a month costs up to 20Euros But by using the "free" subscription you dont have to give an address you just enter the phone nummber and either a standard pass or one they will email to you or the one writen on the cd rom you find on any supermarket computor section counter
Its not the best or cheapest way but works when there is no wi-fi
Another thing everyones promoting wi-fi i have already 60 hours of free trial 30min wi-fi cards valid untill end 2005 normal cost 6Euros for 30mins!!! Just look in computor stores ask about wi-fi and then visit the store every day to take 2 or 3 free cards the staff dont mind they may though if you take a dozen at once but 2 3 times a week and their quite happy
