inflating fenders?

I've tried the spike fitting, plus others in a "fender inflation kit", a car pump, all to no avail - just won't take any air. Any magic solutions out there please?!
 
Sounds like valve trouble to me but it's hard to offer any suggestions without knowing what the valve/inflation point on the fender looks like.

At a guess, if it's resisted all obvious attacks, is there any chance that the 'valve' is actually a little hole with a tiny plastic plug in it that you fish out with a finger nail and then inflate with a football style needle/spike, pushed carefully but fully in?

I also find on new flat-pack fenders that you sometimes have to wrestle them into shape a bit behind the valve before you can get air in easily.
 
Hi -I bought new fenders this season. Typically the valves were stuck 'closed' and needed a knitting needle or something similar ( nice rounded end) gently pushed into to them to get them to take air.
 
I bought some cheap fenders from Lidl earlier this year. I tried most of the things mentioned so far without sucess. In the end I used a workshop blowout gun with a round end. Just held it hard on the valve and pulled the trigger. You have to take care not to over inflate. I found the round end sealed over the valve, which the tyre inflator didn't.
