.. last Sunday had a problem with how the race was run, rasied a protest which subsequently cause the race to be abandoned at the protest hearing ... What do the panel think the other boats response to the skipper of this boat will be?

IMHO, if the skipper was disadvantaged then its perfectly acceptable... I race regularly and know that this happens... wouldn't dream of being unreasonable to protesting skipper because one day it'll be me that benefits from it.... and if you don't follow the rules tightly, then things start getting messy very quickly...
