Coastal: not required
Inland: ICC required for vessels over 15m in length or capable of more than 20km/h (approx. 11 knots), otherwise not required*

Shotley require your confirmation of Insurance in force but do not examine a certificate to prove it. Avoids their involvement if the declaration proves to be false. Most other marinas will be the same.
When I did scrutineering at dinghy events, the host club instructions were to get competitors or parents to sign the entry form but DO NOT Inspect any insurance documents.

I remeber it being specific advice given by the RYA years ago - 'inspecting' the insurance documentation implies competence to do so and hence responsibility should something be wrong with it.
