I know what you mean re. the Ofcom site.

I too was breaking the law for a while until - on the advice of a forumite - I telephoned them. They were very helpful. Try giving them a bell.

Don't bother waiting for the post.
Do all the registration bit, choose a password, etc.., then make an inspired guess at the username they might issue. For instance, if your name is John Smith, you could try JSmith. If you are Fred Bloggs, try FBloggs and so on.
Don't think that just because the license is free you can do without it. That's precisely what they WANT you to think, because you can still get fined for not having one -- and they are hoping to rake in more from fines than they lose by not collecting fees.
A really cynical person might even think that this is why they have made the whole process so difficult. After all, if it was easy, very few people would give up in frustration!

Yes, you are correct. The letter arrived and it was my name preceded by my first initial, so Sgier's post, <span style="color:blue"> "It's for security. The bandwidth issues are covered by international treaty and the pre-login passwords are being sent to home addresses so that the name, postal address, and email address, may all be verified." </span> is bolleaux as the log-in name is far from 'secure'.
