I'm all for hydrobikes. I used to live on the Bodensee in Germany, and a bloke there used to have a convertible hydrobike which in land-mode was a normal bike with a long trailer.
Still, a completely dumb idea to go out to a mooring on one. It would never be there when you got back.

Maybe a submobike, that you can leave on the bottom while you are sailing?

Why not an inflatable one that you could fit with a little engine powered by mothballs?
