Hull anode

I'm replacing the hull anode.
There's a wire connection the two bolts together and then a single wire going off somewhere.
Why would you connect both bolts together ?
Surely, they are connected via the zinc

Absolutely correct. The zinc will connect the bolts so no need to connect them via a wire.
