Unless you use a membrane approved for potable water such as a water based bitumen you will have to locate the leak.
Could you ½ fill the tank and if it doesn't leak fill it to ¾ full. If it does leak then you know the leak is somewhere between ½ and ¾. Allow it to leak until it stops leaking then you will have a pretty good idea where the leak is in the tank.
Then you can use a product like Sikaflex Pro which can be used to seal water reservoirs and the product is approved for potable water.
