As far as I am aware the only countries requireing holding tanks are Turkey and possibly Greece. I spent 4 years there after fitting a holding tank to be 'legal' and nobody ever checked it! Certainly not required in France, Spain, Morocco, Tunisia, Italy, Sardinia etc

Not a legal requirement in Italy or France. I remember from Greece and Tuyrkey that it is illegal to discharge waste into harbours, closed bays e.t.c. but do not think a grey tank is a requirement (could be wrong though!!).
No grey needed in France. Black is not required and you will be ok if at anchor. But if you moor in a marina you will be parking in someone's private berth. They will be away for a couple of days, and the marina office will be renting their berth to you. It is considered pretty rude to use a toilet without a black tank, while berthed, especially as people have to pick up lazy lines to moor
