Why should anything be subsidised? Because for centuries, subsidies have always been required to keep things like opera companies, or theatres, or galleries, or even specialized schools afloat. Because they enrich the cultural life of our country. If we had never subsidised anything, we would have no national gallery, no natural history museum, no national opera, etc etc.

If you look at all the oldest organisations that you list, they were set up by private institutions (including the universities) and philanthopists - not by the state. It is only fairly recently in their histories that the middle classes who run them have managed to get them funded (at least partially) by the rest.
Back to the ferry issue, I'm not sure about no demand. I've always thought a fast cat Cardiff / Swansea / Ilfracombe / Padstow service might work.
