When determine revs at WOT is the best determinant method applying WOT in still water or can it be determined by running against mooring lines on a pontoon?

You will not achieve WOT under load unless the boat is moving. Flat water and no wind is best.

WOT while tied up wont achieve full RPM, and will probably smoke due to high load

The exception to this is a Bruntons Autoprop. In that case it will spin up to full rpm like an egg whisk when tied to the dock and won't tell you what you want to know. Flat, still water and no wind is also the way to go with one of these.
